You need enable with GL10.GL_TEXTURE_2D

Gdx.graphics.getGL10().glEnable(GL10.GL_TEXTURE_2D);
    model.render();
Gdx.graphics.getGL10().glDisable(GL10.GL_TEXTURE_2D);
